Foul Bay Road runs north from the Fairfield / Gonzales edge near Fairfield Road up past Oak Bay Avenue and Fort Street, along Camosun College’s Lansdowne campus, and on toward Cadboro Bay Road and the University of Victoria. For much of that length it is the practical seam between the City of Victoria (Fairfield East, Gonzales, Jubilee on the west side of the line) and the District of Oak Bay (Estevan, Henderson, and the village-edge blocks to the east). This page treats the named street as the geography, not a single municipality. Civic numbers on both sides of the line belong here; a house one block west on Richmond Avenue or one block east on Hampshire Road does not.

The stock on Foul Bay itself is not one product. South of Oak Bay Avenue the street reads as established inner-city fabric: older houses on modest lots, some character conversions, and small multi-unit buildings where zoning and lot depth allowed infill. That is the Gonzales / Fairfield East edge — closer to the water than the name “Foul Bay” suggests, but still a street of through-traffic rather than a cul-de-sac. Mid-corridor, around the Jubilee stretch, purpose-built apartments and townhouse clusters sit on the same numbered road as remaining houses. North of Lansdowne the rhythm changes again: campus-adjacent rental and strata, then the climb toward Henderson and Cadboro Bay Road where lots and house forms start to feel more Oak Bay than Victoria.
Buyers who “saw it while driving” are usually reacting to one of those three stretches, not to the street as a whole. A 1920s house near Gonzales and a strata unit across from Camosun are both “on Foul Bay Road” in a search box and almost nothing alike in ownership, noise, parking, or who lives next door. The page is organised around that split on purpose. National portals flatten it into one street name and an assigned school; the useful question is which block you actually stopped in front of, and which municipality the title sits in.
What the street is good at, as a place to live, is access. Route 7 runs the length of it between downtown and UVic. Royal Jubilee Hospital is a few blocks west on the Jubilee stretch. Oak Bay Village sits east of the mid-corridor; Cook Street Village and Gonzales Beach sit south and west. That convenience is the pitch, and it is also the cost: Foul Bay is a bus and car corridor, not a quiet interior street. If the listing photo was taken on a Sunday morning, go back on a weekday when the 7 is running and Camosun is in session before you decide the noise level is acceptable.
BC Transit’s route 7 is the corridor bus: published stops sit on Foul Bay Road from Fairfield Road through Oak Bay Avenue, Fort Street, Lansdowne Road and Camosun College, then onward to the UVic Exchange. Other UVic-bound routes (11, 14, 15, 26) serve the campus end of the street’s catchment without running the full Foul Bay spine. Schedules and stop lists change; use BC Transit’s current map rather than this paragraph as the timetable.

The City of Victoria and the District of Oak Bay are both served by SD61. This page does not name an assigned, catchment, or “your” school for any civic number on Foul Bay Road. A civic number on Foul Bay Road can sit in Victoria or in Oak Bay. Those are different tax rates, different zoning bylaws, different secondary-suite rules, and different permit desks. The street name will not tell you which one you are buying. Title will. If the listing’s municipality field and the seller’s story disagree, believe the title search.
That split is why this is a corridor page instead of a neighbourhood page. Gonzales, Fairfield East, Jubilee, Estevan and Henderson are real places that Foul Bay touches; none of them is the whole street. Cross-shop the same floor plan one municipality over and you are comparing two ownership regimes, not two paint colours.
Route 7 is the reason the corridor is useful and the reason it is noisy. Buses, campus traffic, and people cutting between Oak Bay Avenue, Lansdowne and the UVic hill all use this road. South of Fairfield the street is closer to the water and still carries through traffic; north of Lansdowne it is closer to campus and still carries through traffic. If your test is “could I bike downtown and also walk to a beach,” Foul Bay scores well. If your test is “will the bedroom at the front of the house be quiet,” score it on a weekday, not from the photo.
The north end of Foul Bay Road is a student and staff commute. Camosun Lansdowne is on the street; UVic is at the top of the hill. That supports rental demand and a different buyer (and neighbour) mix than the character-house blocks nearer Gonzales Beach. Same street name, different resale set, different renovation path, different questions for the strata or the inspector. Do not let a search result that grouped them under one road talk you into treating them as comparables.
